General exchange questions |
Question |
Answer |
What individuals may purchase health insurance on the Exchanges? |
Anyone can use the Exchanges to explore their health insurance options, even if they already have insurance now. The only requirements to get insurance through the Marketplace are:
- You must live in the U.S.
- You must be a U.S. citizen or national (or lawfully present)
- You can’t be currently incarcerated |
Who is eligible for federal subsidy assistance (premium tax credits or cost-sharing reductions)? |
Federal subsidies will only be available through the Individual Marketplaces. Individuals and families eligible for premium tax credits must:
- Buy insurance through the Individual Marketplace
- Meet household income requirements
- Not have affordable minimum essential health coverage available through an employer
- Not be eligible for Medicaid, Medicare beneficiary, or enrolled in additional specified government programs
Advance payment of premium tax credits may be paid through the Exchange, reducing the amount of premium left to be paid by the individual, if the tax filer attests they expect to claim a personal exemption deduction for any covered dependents on their tax return.
Individuals and families eligible for cost-sharing reductions must:
- Buy a silver level qualified health plan through the Individual Marketplace – or be an Indian enrolled in any qualified health plan through the Individual Marketplace
- Meet the requirements for advance payment of premium tax credits (above)
- Meet even lower household income requirements (expect to have a household income that does not exceed 250% of the Federal Poverty Level for that benefit year)
Cost-sharing reductions for qualifying individuals may be used to reduce out-of-pocket health care expenses, such as deductibles, coinsurance, copayments or similar charges. But cost sharing reductions may not be used to pay premiums, balance billing from non-network providers, or spending for non-covered services.
